While there has been progress in the talks between the NFL Players and Owners, the proposal being worked on isn't sitting too well with some of the owners.

Some don't believe the original issues that the owners wanted corrected from the 2006 collective bargaining agreement are being addressed.

According to a published report, this comes as somewhat of a surprise because it was expected if there was a controversy within the ranks, it would come from the players, not the owners.

Most believe that a new agreement must be in place by July 14th in order not to affect preseason games.
