He says some states allow kids as young as 10 to be charged in criminal court for offenses like stealing a candy bar, or getting in a playground scuffle.
Thirteen states have no minimum age for prosecuting children in adult court alongside rapists & murderers.
Children's brains aren't fully developed, especially the areas pertaining to impulse control.
Davis recommends early intervention, rather than treating kids like career criminals.
