The NCAA has sent a "notice of allegations" to Ohio State University and has spefically named head coach Jim Tressel as having committed "potentially major violations." The NCAA has approved several rules changes for college football for the 2011 season. The changes include adopting the "ten second runoff" in the final minute of each half, similar to what the NFL does.  Also included is a clarification of the intentional grounding rule and, as announced a year ago, celebrations which come before a touchdown is scored will now take points off the board.
