College Football Top 25 Risers & Fallers

David Luther, of bleacherreport.com, lists his college football Top 25, as well as which teams are "rising", and which ones are "falling."

LSU and Oregon will square off on September 3, in Dallas, Texas, in a pivotal early season match-up.
